Healthy Blue and Healthy Blue Care Together plans in North Carolina

Healthy Blue and Healthy Blue Care Together offers routine and medical/surgical vision benefits to members enrolled in Medicaid.

 

Children and Families Specialty Plan (CFSP)

Blue Cross and Blue Shield of North Carolina’s CFSP plan is called Healthy Blue Care Together. They offer members the same services as their Healthy Blue Standard Plan, plus specialized care management services that aim to address many of the challenges that children, youth and families in the child welfare system face in receiving seamless, integrated, and coordinated care.

CFSP includes routine and medical/surgical eye care benefits.

CFSP plan-eligible population

  • Phase I (effective Dec. 1, 2025) – Populations auto-enrolled:
    • Children and youth currently in foster care;
    • Children and youth receiving adoption assistance;
    • Former foster youth under age 26;
    • Minor children of children and youth in foster care, children receiving adoption assistance, and former foster youth while the parent is CFSP-enrolled.
  • Phase II (launch date TBD) – Populations with the option to enroll:
    • Parents, caretaker relatives, guardians, custodians, and minor siblings of children/youth in foster care;
    • Families receiving Child Protective Services In-Home Services, specifically:
      • Adults included in the NC In-Home Family Services Agreement as caregivers
      • Minor children included on the NC In-Home Family Services Agreement
    • Adults identified in an open Eastern Band of Cherokee Indians (EBCI) Family Safety
      • Program case and any children living in the same home.

 

Value-added benefits (VAB) 

There is no VAB for Healthy Blue and Healthy Blue Care Together Medicaid members.

Lenses

Refer to State Optical Resources for information about covered lenses. 

Contact lenses

You’ll file medically necessary contact lens claims on paper using the EyeMed North Carolina Medicaid claim form.

Contact lenses are covered only when the member has an eye disease or prescription that must be managed with contacts because eyeglasses cannot provide sufficient correction. EyeMed’s standard qualifying criteria will apply:

  • Keratoconus (not correctable to 20/25 with eyeglasses)
  • High ametropia
  • Anisometropia
  • Vision improvement (at least 2 lines improvement in visual acuity with contact lenses vs. eyeglasses)
